What is the best bang for the buck performance wise?

Those are all great ideas but if the dudes only got $250. or so, both of those cost well over that. Look into an exhaust system, or just a muffler swap. There are some increases in hp and tq but the thing is, with the new sound, you'll think you've gained alot more. Check out Flowmaster and Magnaflow.

HyperTech Tuner
Unless you're towing a boat, or have intakes and exhaust and running 93octane, the Hypertech tuner won't make much of a difference at all on the 4.6l. I bought one and tried all different set-ups for 87 octane, they didn't help, I returned it and bought the K&N FIPK, that was better to start with, now when I get my exhaust I might go and get another tuner and see what a difference it can make then. I think first off you need to ask yourself what kind of "performance" you want to improve. Better gas mileage/horsepower? Faster throttle response? Help us help you by letting us know what you're hoping to gain.
From what I've researched, unless you plan on running 93 or better octane gas, a tuner won't help you all that much. Seeing how gas is near $3+ a gal, I'm staying away from that. Talking to a lot of people on this forum, they seem to agree on that point.
Electric fans(E-fans) are a replacement for your stock fan behind the radiator. Replacing the heavy stock fan with e-fans (usually 2in a set) reduces weight on your engine, thus better gas mileage. You can find them on places like eBay or check out the Troyer website(he gives discounts to F150online members!)
I, like you, am limited on my "truck mod" budget. A replacement exhaust will run you anywhere from $600 up, depending on what/where you get.
Take your time and do your homework, if you hear of something that might give you what you're looking for, use the search engine on this website. Chances are it's been discussed and debated already.
Whatever you do, have fun with it!
