It does sound a bit steep, but if it looks as good in person as the picture, and runs as clean as it looks, I'd say offer him $5,000.00 less and see what happens. It sure looks clean, 22k is nothing for a 5 yr old L, it's probably not a daily driver and extremly clean.

You can buy a clean low mileage 2000 for that, or even an average mileage 2001.
The used car business is in the crapper, and even Lightning’s and HD’s are feeling it.

For comparison, after shopping for 3 months, I bought a 2000 Silver L with 24,000 miles for $22,000 in excellent condition. I found a similar '99 to your post for $21,500 at a local dealer. Good luck on your purchase!

I bought a 2000 with 17,000 miles with no flaws for $23,000. I would say you'll probably be on track by offering $21,000. Just my $.02.
