Does anybody know how hard it would be to swap out the A/C control panel for an Electronic Automatic Temperature Control from an Expedition/Navigator?

It depends if they use the same wiring harness.

 

The panel isn't the only part you need. The automatic climate system has vacuum motors and sensors that don't exist in the manual configuration.
