If so, then yes, you can wire your ballasts to your running lights. Just splice the red (+) wire to the (+) wire on the running light.
Whose kit are you using?

Ok so I have the kit. I am going to use a 15 amp fuse if that sounds righ to y'all. I'm going to wire it up to a toggle on the dash. So I'll be using about 8 ft wire roughly. So not sure what gauge. Also what is the best way of utilizing these ends. Not sure what I can attach to them other than cutting them off and splicing into my wire. Thanks

8ft @ 15A need a minimum of 18AWG wiring (from what I see that's 16). Using a 15A fuse is too high, a 10A would be better since at most you'll be using is ~6A.
Those prongs (top ground, bottom positive) are to a 9006-plug. You can clip them into a proper plug such as below and then use a male 9006 plug from the fog lamp.
Or you can just stick those two prongs into the male fog lamp plug (less professional-looking).
Is that really a D2S/D2R config? I notice you say DDM so knowing them they put that on there to be able to sell them.
