98 F150, one my third heater core, Ford is now saying I need a pressure regulator.

Hello all,
98F150, V8. Less than a year ago heater core went. I paid to have the heater core replaced and the whole coolant system serviced, including new heater core supply hoses. Few months after, new heater core went. O.K., defective part maybe. Dealership put another one in at no charge.
Six months later, cut to NOW. Heater Core is leaking again. Took it to dealership. They are going to put in another one, except, this time, they say that Ford says to install a pressure regulator because it is the pressure that is causing the heater core to blow out. I may have to pay for the new hoses required and the pressure regulator! I told them that is bull and that if they can't provide a suitable replacement part that shouldn't be my problem.

Do I have any options if they want to charge me for the new hoses?

I appreciate your help.
