Well i've been reading up on this... the radio doesnt have any static when the truck is NOT running. While driving is when static is the worst. I saw somewhere that i need to get a 12v regulator?? Because im getting static from the engine. does this make sense?

Could still be a bad ground. Did you use the factory radio harness ground? Could be alternator noise or Spark plug noise. Most stereo shop have noise filters but it seems to me that possibly you have a alternator problem or something grounded incorrectly. In which case a filter will help but not cure the problem. Look at the following diagram of your harness plug and make sure your stereo is grounded to pin 13 .
