I did ask them and they claimed that since the motor companies stopped coating things (because the price gets passed on to the customer) it's normal.
They said the trucks around Santa Clara County (California) sit in Benicia before going out to dealers.
Just don't trust dealers and wanted some more opinions.

It won't hurt anything, but it sure looks bad on a brand new truck.
Must have been sitting outdoors close to the bay and river for a pretty long time.
Out of the dealer's control, but Ford should just spray some WD-40 or a simlar product on it when the trucks get dropped off in Benicia. I guess they would have to pass that cost on to customers, too, but they might sell a few more trucks.

By the time that rusts through, your truck will be in the crushers.
That is cast-formed steel... it will crack under intense pressures, but it will not rust through in the truck's lifetime.
But you might want to get a can of silicone and spray those rubber bushings and CV joints.
