99 F150 PATS Issue - No Cranky
7 AM -
- Attempt to start truck; cranks but doesn't start; Anti-theft flashing while attempting to crank.
- Immediate 2nd attempt, truck starts and runs, but Anti-theft is still flashing so I kill it.
- Wait 30 secs then 3rd attempt, truck starts and no Anti-theft light. Drive to work.
- Attempt to start truck; cranks but doesn't start; Anti-theft flashing while attempting to crank.
- Repeated attempts end with same result ... Truck doesn't start.
- Attempt to start truck; cranks but doesn't start; Anti-theft flashing while attempting to crank.
- Tried putting it in gear then back in park; tried turning the steering wheel; tried jiggling the handle; truck still doesn't start.

You're using terms that are a bit off. "Turn over" best refers to pastries or pancakes, it has no definition for engine starting or operation. "Cranks" means the starter motor rotates the engine, a derivative of the old days when engines had to be started with a hand crank. The correct term for your symptom is "Cranks but does not fire/start".
Anyway, you are experiencing a "PATS event " that is preventing the engine from starting.
First question/observation: What is the digital odometer displaying when you have the PATS event? If it is displaying all dashes, the PCM and the cluster are not powering up properly. Swap the PCM Power relay with another of the same type that is not fundamental to the operation of the engine and retest. If the odometer is normal, the most common failure is the PATS transceiver ring, the antenna around the ignition key cylinder.
