Do the coil contacts in the relay holder have 12V across them when you're trying to crank? It's possible the coil isn't getting energized because of a bad ignition switch or damaged wiring.

What do you mean "jumping across the relay"? Jumping across the contacts or jumping power (or ground) to the coil?
Have you tried actual troubleshooting?

It appears to be fairly obvious that the starter relay isn't getting the signal from the ignition switch. The list of possible things that might have gone wrong include the ignition switch, a fuse, a PATS issue, a PCM issue, a DTR issue (if automatic), as well as wiring.
