I moved your thread to the Electrical forum, because I think you'll get more help here.
Can you get into the fuse box to check its connections? I'm wondering if it's one of the "keep alive" circuits that is connected directly to the battery from the fuse box. If so, that line might be disconnected.

Did you have the key in the accessory or run positions when testing to each pin on the back of the fuse while installed ?
- Cab Fuse panel #8 is a hot in accessory or run position from the key that is fed by by the under hood fuse #20 or fuse #21.
If the cab fuse #8 is dead, the other things on that fuse are the GEM ( one of the fuses ) and the remote entry ( if equipped ). What is the trim level of the truck ?
