Headlights won't turn off/dash illumination off

2000 F150 w/o DRL.

Recently I noticed my dash illumination was out but fuse #18 was still good. Normally turning on the headlights will dim the odometer and clock/radio display but not any more.

Then this morning noticed I could not turn off my headlights once they were on. Any suggestions on where to start?
