Scan tool question

I am looking for a scan tool. Wondering what is a good place to get one? Not looking to spend alot on one but I figure it would be good to have on hand. I appologize if I posted this in the wrong section.

why get a scan tool when you can get a tuning device that can do the exact same thing and more...
