That looks to be a box that goes between a sensor and the PCM (Power-train control Module) and alters the signal going to the PCM, thus fooling it into doing something different.

The PCM reads the sensors, which are doing nothing more than sending it an electrical signal to decifer and adjust for. Adding this box (likely just some form of a resister) will send an inacuarate reading to your PCM, that will try compensate for this value. My guess is that the box will destroy your motor within the month, and any advertised gain would be minimal if any.
