Stay away from anything caustic (alkaline). Use of this kind of cleaner is probably what caused the "white stuff" you speak of. I've used Simple Green and had no problems.

Be careful about getting water around the COPs. There are a lot of horror stories related to people washing the modular engines.

I recommend leaving it alone. Engines do not like water. If you want to clean grease from something, I recommend using a brake cleaner only if there is no plastic or rubber.

Other than that, just leave it alone.

There is nothing that will neutralize it. It can be cleaned off with dishwashing detergent and a stiff nylon bristle brush. I suppose Simple Green would work the same. The only way to keep it from coming back is paint.

It may look nasty, but it's not hurting anything.

I've used never dull and it seems to work. Works awesome on the polished fuel rails as well. Done it on both my 2015 Taurus and my '04 F150

When steel corrodes, it's called rust. When aluminum corrodes, it's called "white salt corrosion" - and that's what you're seeing. (So much for the myth that the new aluminum body panels on the F-150 will never "rust.") But under the hood, there's not much you can really do about it and as others have already said, by trying to fix it, you may cause more harm than good.
