I use Eagle one chrome wheel cleaner. Its in a grey spray bottle. Works pretty good. I had the same issue with my truck when I got it. Save yourself the time now, pull the wheels off, knock out that centercap and clean/chisle out the corrosion in there. With a little (lot) of work you can get the chrome all nice and clean. Hopefully they are not so neglected that the chrome is peeling and bubbled like mine is...

I used a chrome wheel cleaner first, not sure which one. Then I used a neat product called Never Dull. It comes in a small can and is cotton full of a cleaner. You tear of a little piece and scrub with it. Mine needed the friction in the corners and tight places. BTW, mine are Roush wheels as well and were very negleted.
