Factory wheel arch plastic color question

Hi all, i have a 2006 f150 fx4 and am wondering if the plastic wheel.arch pieces are usually painted the same color as the bottom piece of two tone color scheme or are they black? Reason i am asking is that the previous owner has.covered the bottom.two tone beigy looking color with chrome pieces, other portion of paint is black, but the plastic arch pieces are black in some spots, white in other spots, back to black does nothing to fix this, is it maybe just caked on wax that i need.to.scrub off? Worried aboit scrubbing if p.o. has painted them black... any help greatly appreciated.
