4x4 won't engage
 

2008 F150

light comes on and I hear a click from actuator motor on the transfer case when I turn switch to 4WH but no 4x4...

with front wheels lifted checked and the hubs are engaging/disengaging to shaft

both wheel actuators and vacuum solenoid have been replaced

can it still be the actuator motor on the transfer case? even with hearing it "click"

Have you tried to take the shift motor off the transfer case and turned the Tcase manually to see if you can get it to engage? That would eliminate the Tcase itself being stuck.
