7mpg towing

That's normal. If you didn't have a level and you had stock 31" tires, you'd get slightly better mpgs.

I have 33 and wide tires. I get anywhere between 8 - 11 mpg depending on my load. For example, with about 4 adults in the cab and pulling a 18ft center console fiberglass hull boat and trailer, I get around 10 if it's not too windy.
I can average 12 pulling a heavy dual axle iron homemade trailer loaded with 4 wheelers and buggies in the hill country of Texas. Achieved by building speed down hill and coasting up ha ha!

My truck has 5.4L, 325/60/18s and 3.73 gears. We had a 26' bunkhouse that weighed about 6500-6800 lbs, most of our towing is on 2 lane roads at 60mph with that camper I averaged about 9-9.5 mpg. We up graded to a bigger camper with 2 slides and outdoor kitchen that weighs in right about 7500lbs, 35.5' long and 11'3" tall (almost a foot taller than our old camper), I am down to 8 mpg.
