How do TSB's work?
 
Will TSB's be performed free if the truck is out of warranty? My truck has 61K on it and I am getting water in the passenger side floor board. I have read about two different TSB's, one from the A/C condenser leaking back in to the cab and another one from the a pillar leaking where it meets the cab. I have not been able to find any hard evidence of these TSB's on-line so if someone has anything about them, please let me know. And also, my original question, is Ford obligated to fix these things if the factory warranty is up?

No, they are not obligated at all. They are not recalls. They are bulletins advising the techs doing the work on how to fix some known problem. The dealer may or may not charge you for the fix. You are at their mercy, pretty much.

I had water on my pass floorboard from the condensor drain. I traced it all the way back to there, had the carpet up and dried out, and ran a cable in the drain to remove any debris or spider nests in there. They added a rubber elbow and still charged me $50 to put it on.
