what's the name or # for this part?

I'm looking for the part under the front bumper for my 04 f150, it's part #19 in the picture,

As far as I can see on my system #19 is the "Spoiler, Lower front"
OEM Part# 4L3Z17626AAB, around $55 (about $80 installed)

The item in the ebay auction is the Front Bumper Cover, upper (different part)
OEMPart# 4L3Z17D957CA, around $300 (about $410 installed) (PXN (OE) part is about $217)

what's the difference between wheel opining molding and one without it?

The one for use with the wheel lip molding has holes for mounting the clips which hold the wheel lip moldings on.
