For the price, it seems like the natural starting point would be a K&N air filter (or similar application). From there on it's headers, chip changes, etc. and each additional HP modification costs sooooo much more to obtain.
If performance is for towing power, look at Mag-Hytec to save your rear end from frying (assuming you're towing close to max rates).

Right now, K&N's air filter for the 5.4L is still under development. There is only one Air Induction kit that I know that is available either (AirRaid).
Borla make a nice split exhaust system, that's an easy 2 hour bolt-on install, that adds about 10-15HP.
The chip is another option, but I think for our application you have to send in the CPU to a company to have it programmed. You may also be able to buy a programming kit so you can program it yourself.
So far that's about all the performance upgrades I can find. I think the good companies are still developing and testing their stuff for the 2004.
