1998 f150 - Speedo, odo, cruise not working

I've been looking through the forums and have seen some people with similar issues, but no solution to their problems.
I have a 1998 F150 lariat 4.6l V8 auto 4x4. my odometer quit working at 311xxx km.
My speedometer, odometer, cruise control, and horn do not work, I've tried replacing the VSS on both the output shaft of the trans and the VSS on my rear differential but neither have fixed the issue. I think I've narrowed it down to an electrical issue. I just don't know where to start when it comes to diagnosing electrical issues.
Where would be the best place to start looking? where is the most common place for failure in the electrical systems? thank you in advance.

Do you know if the cruise control recall has been done?

If not, you should fix that first before your truck burns to the ground.

I was not aware there was a recall on the cruise control, Ford should fix this free of charge, Even though its 21 years old itself correct?

Correct, it's a safety issue. You can check for recalls here:

All official safety recalls are always free and never expire. This one was ordered back in 2007. Doesn't matter, though, in your immediate case. It's not going to cause your particular set of symptoms. Do check it anyway....

Your problem is a lack of a VSS signal which will disable the speed control as one of its side effects. Other side effects may include erratic transmission shifting and a flashing OD Cancel light in addition to the ones you noted, depending on where the actual fault is located.

Have you checked to see if the signal from the sensor on the transmission tailshaft is actually being generated?

97-98 use a worm gear set for the speedometer inside the cluster that break over time or just wear out. If it is that, the cheapest fix is ordering the speedo worm gear set (about 9 on ebay) from the 94-98 Mustang. The same kit marked for F150 is around 35. No difference in the parts.

There is also a clear plastic cage that the odometer system can break inside of, and other than another cluster, then you are done. If you find it is this,l I have one I can send you free. I have a bunch of clusters for 97-98s. Both my trucks are 98s.

this is the inside of the 98 cluster. You can see where things are damaged etc.
