Air conditioning question

Hello all, It has come to my attention that the A/C compressor will be engaged when the defroster is deployed. This being said I have the following questions:
1- If this is true, is the reason to utilize the evaporator as dehumidifier to rid the cabin air of its' moisture?
2- Will the aforementioned in Q #1 still occur if the A/C system is low on refrigerant. I ask this because most, if not all systems have a low refrigerant switch, preventing the compressor from engaging when refrigerant is low?

1. Yes.
2. Yes. Also if the temperature is below ~40F.

If it's low on refrigerant, the compressor will short cycle, if it even turns on at all. Essentially no difference between what it will do in the normal or max A/C modes.
