coolant leaking out of strange tube

there is a tube sticking up near the heater hose. the black tubing was leaking so i took it off to get another but ive never seen this before.

any ideas. 2000 lariat 5.4L

appears to be for a heated egr valve.

The drawing I saw for my 2002 5.4 shows both routings. with and without heated egr.
