Arm Rest Cable Anyone know what its for??

I just took off the arm rests on my bucket seats in my 1999 F-150 XLT. The passenger came right off just leaving the metal stud. The drivers side arm rest has a cable attached to it, can someone tell me what that is and can i cut it?
