Rear brakes stick

I have a 97 4.2L ext. cab. The owners manual says to apply light pressure after it rains to dry off the brakes. After it rains or even a heavy dew in the morning, when I apply light pressure the rear brakes instantly just lock up. I have to hit the brakes several times before I get out into traffic because I'm afraid I'll slide into somebody. A friend and I checked the pads, front and back, and everything looks fine. I adjusted the self-adjusters out and that seemed to help a little, but I still don't think it's right.
Thanks in advance, SA

All '97 F-150's with the rear drums do this.

If it really bugs you this much, Ford has a replacement shoe.

TSB #01-19-2

Replace rear brake linings with revised Rear Shoe Brake Kit (F85Z-2200-AA). Refer to the appropriate model year F-150 Workshop Manual, Section 206-02 for service details.
