You can try Pennzoil Black Magic Wheel Wipes.
I use these on the inside of the rim, when I take them off to clean the inside of the wheel.
I tried it on the front wheel of a friends car he bought used. It was covered in brake dust and soap and water did not take it off. Off it came. That was on a 96 car. Don't know if it had never been washed or not washed in the last 2 years ??
