I have an 01 SCrew, with the 16" wheels.
I use a combo fo things....
1. if they are really dirty ( brake dust, etc. ) I first use Pennzoil Black majic Wheel wipes ( wipe container like baby wipes ), then use clear water and a boar's hair brush ( that I use just on my rims ) to rinse them off.
2. Once I do this, I have a can of wax that I use just on the rims, and put a coat of wax on them.
That usually does it for a season, after that I only have to use car soap or clear water to wash them after.
The wax does create static cling for brake dust, but it comes right off really easy after that.
I do the same thing on the wife's LS400 AL rims, and it makes a big difference as to how clean they stay, and how easy they become clean again.
Don't know if you have already tried, but posting this in /Body General care section, you might get more answers.
