Angry Sticky parking brake?????

Does anyone have any idea whatsoever why when I pull the E-brake release it still feels like the damn thing is engaged. It takes a couple of miles and shutting the truck off and letting set to get the brake to feel like it released. Really starting to get me riled. Any educated guesses, well hell any guesses would be appreciated.

The freezing thing is a good thought, heres another idea that may help. Go to the dealer for a CLA (clean, lube, adjust), or do it yourself. Pull the drum off, spray everything with brake clean to get rid of the dust, Lube the bosses, star wheel and all pivot points with hi-temp anti seize. Take the parking brake mechanism apart, clean it, and lube it with the anti seize. Then adjust the star wheel so you feel a little drag with the drum on. That should fix the problem.

Btw, if the shoes are staying in contact with the drum when you drive i would get this done right away before you warp the drums.
