E-brake help

Okay so went to a shop had the E-brake worked on and completely fixed. Only issue is is the single cable that goes to the E-brake pedal is a little seized up. You can engage it but it won't disengage unless you pull on the cable. I've called around and you can only get that whole new assembly from Ford directly and they want $240 for the pedal and cable which is the only way ou can get it. The shop wants $340 to do. That includes tax and everything. Besides dumping another $300 into the e-brake is there any way to free up that cable? I've been spraying different sprays like PB Blster in the cable from the cab hopping t would run down, it seems to have loosen it alittle bit but not that much. Any help would be great ! It's a 2003 f-150
