the cable also could have come loose from the mechanism at the rear wheel. I've seen that once.
And its also possible that the old owner detached them because it was sticking?
For sure - the first thing you want to do is pull off the rear wheels and inspect the parking brakes.
And if you want to do your own maintenance - invest 20 bucks in a manual... either Haynes or Chilton. It will pay off in the long run!
