Tons of people do it. Including myself. I used a whole can on each rim. Clean them good before hand. Make sure they are dry. Tape off at the tire edge with 1" tape and go to town. It's important to get the base layer down right without loading it up to heavy. Once the base layer looks good just keep putting layers every 5-10 minutes. The thicker the better.
I have since had experience with repairing big tears. Went up over a curb after being rear ended and the tire folded over the rim peeling off an area about 10" wide. I took a razor and cut it to a clean edge then went about putting new layers on blending around the whole rim a bit but mostly concentrated on the peeled area. After 10 coats or so you couldnt even see the edge of overlap and the patch came out perfect. Very happy with how it patches. Can't beat it for $6 a can.

His rims DO look pretty good, at least for about 3 weeks at a time. He does peel it off and start over if they get too nicked up. Pretty simple to spray on and remove. He keeps wanting to spray mine but I haven't bitten yet!
Just keep in mind it is a fragile covering. layering them helps, but anything you rub a rim against will scratch it off. I've even seen the spray gun at a car wash cut thru it.

I plasti-dipped my wheels on my track car and had great success with it. I used off the shelf plasti-dip from Lowes, cleaned the wheels really well using Simple Green and let them sit in the sun for a few hours prior to applying. Several lights coats is also a key.
The wheels were 15" and I used about a can and a half. It went through the car wash a few times, and lots of heat from track use. Never once did I have any issues with it.
Rather than masking the tire, I stacked the larger size index cards between the tire and the wheel and pulled the cards off prior to the plati-dip drying. You have to pull the tape or cards every time you apply otherwise it will adhere itself to the index card/tape and the wheel and when you pull the tape/card off, the finish will come off with it.
