Reattaching parking brake cable?

Looking for some help. Whats the proper way to reattach the parking brake cable to the rear brakes? Truck is an 2004 F150 Fx4. Tryed pulling on it etc but seems there isnt enough slack. Truck wont pass inspection til they are functional

there has to be a special tool or tension adjustor?

one of my cables was off when I changed my pads last month... I just pulled it and got it assembled with my fingers. I had to fight it some but it went back together.

Have you tried pulling with pliers? Maybe the cable is stuck?

Are you sure the parking brake is fully released?
