Trimming

My wheels will be here next week and I would like to now of any ideas or good ways to go about trimming the valence. What tool makes a clean cut? Also I have the Lariat with the fender flares. Is this what is referred to as the valence? I have looked at some of the pics of the trimming but don't really see what part is being trimmed.

The fender flare wraps around under the wheel well and has a anchor point there. One of those PITA panel fasteners is used. I cut the bottom part of the fender flair that you can't see using a dremel and heavy duty cutoff wheel. There is also a plastic cover that goes over the fenders sheet metal that I removed, it's held on with 4 screws. 2 are clearly visable and 2 are small hidden behind the fender flares.

I might have to lift the truck another inch to completely stop my rubbing issue though.
