Follow-up
Also a few more details:
While fuse is blown ABS light flashes. replaced the 15a with 25a and that does not blow and allowed me to get to work. It would appear that the brake pedal switch is working since with the 25a I have brake lights, and all seems fine. I have also noticed though that my turn signal indicators and hazards do not work now either.
Any one with any ideas would be greatly appreciated.

I think I have traced it back to a short in the cable/harness to the trailer/towing receptacle. I have seperated wires there and am no longer blowing the 15a fuses. Have not found anything frayed or worn, but will continue looking.

Replacing a 15A with a 25 to solve the problem?! You're frickin' NUTS!! Now whatever was shorting out and blowing the 15 is being allowed to get hot, becoming a potential fire hazard!!
IMHO, get the problem fixed ASAP.
On your truck, the fuse for the ABS is also tied to the cruise control brake pressure switch, and odds are it's leaking internally, causing the short. The 15A fuse is blowing to PROTECT YOUR TRUCK FROM GOING UP IN FLAMES!! Unplug the pressure switch on the master cylinder ASAP and replace it with the new part available at the dealership for $30. It takes all of 20 minutes to install. Once the switch is unplugged, putting the 15A fuse back in its place should allow your ABS and your brake lights to work again.
Pull that 25A fuse back out right now!!
