I have a 99 explorer w/ 4WABS.
The ABS light stays on aytime the switch is on and the ABS does not work.
All sensors check good.
Any other ideas as to what might be the problem?

Where can I get an inexpensive ABS code scanner?

I believe you have to go to the dealer for abs codes. There may be a way to do it yourself but i'm not sure. I took my truck to the dealer and it costs about $65 bucks to know exactly whats wrong.
