I say both, new exhaust and a tune up should fix it.
The only thing missing was some Hot Dogs

The fire was a result of VERY rich exhaust (high HC emissions), which is due to the carb being out of tune or damaged (mine split the accelerator pump diaphragm & washed the rings out) &/or the catalytic converter being ruined/contaminated.

It was visible because of the hole in the muffler, probably due to a severe backfire, which probably also resulted from the rich exhaust.

I hate carbs, and the 1-bbl on that engine is among the WORST. That's why I converted my truck to EFI.

ROFLOL!!!

Indeed, tune up, carb rebuild, new muffler (if not the ehole exhaust) and possibly a new cat are all in-line.
