Tps low voltage, I've tried everything
Let me start by saying I have done a search and have been searching for the fix for a year. I never joined because I've always found an answer by searching.
96 F-150 4.6 has a TPS low voltage code. I've changed the TPS about 5 times, I've changed the pig tail and the PCM and it's still showing TPS low voltage. I've traced the wires and didn't find an issue, the only thing I haven't done was sand paper the oxidation off of where the TPS bolts on to. I was told to change the EGR valve but I can't find anything on the EGR valve causing a low voltage. If anyone can help I'd be beyond grateful.

Go back and get the exact code. Descriptions can be ambiguous, depending on where they came from.
The oxidation of the mounting screws is irrelevant, they are not part of any electrical circuit.
Since we don't know what instructions you were using or what exactly you were doing, I'm going to assume that you were on the wrong terminals of the TPS connector.

Ok used a multimeter like the instructions I found said to. My volts start out at 4.97 and when I move the throttle, it drops to .9.

You have a ground issue. Clean or replace the ground strap off the engine and thoroughly clean the battery ground to chassis contact point. Also check any and all ground clusters under the hood. It probably would not hurt to check the B+ clusters/bus bars for corossion and make sure the B+ contact in the fuse box is not loose and/or burnt.
