351 C is capable of 8000 rpm with certain oil passage and head gasket mods. It is also known to flow/breath better than most windsors.

The cleveland heads will fit on a Windsor motor. The mixture is called a CLEVOR (requires special intake). This combines the 351 c heads with large and canted valves and the beefier
windsor bottom end.

I just completed my cleveland rebuild. With only minor port matching and roller valvetrain, this puppy is impressive.

I would like to build a Clevor one of these days.

If you check the Ford Racing catalog, there is a section on how to put Cleveland heads on Windsor blocks (302/351) and vise versa. Check at www.fordracingparts.com.
You would have an awesome combo to have 351C 4V heads on a 351W stroked to 435, but with the heads that are out like twisted wedge, etc, that breath very well, finding 351C 4V heads would be expensive and probably more work than it's worth, plus you are limited with intake manifolds.
Boss 302 heads were the same as 351C 4V heads, but with Windsor water passages - intake and exhaust are also different from Windsor.
351C 2V heads are the same as 351M and 400. The 2V heads had bigger chambers, smaller ports, and smaller valves, but still bigger than "the good Chevy" heads. 2V valves were 2.050/1.659 and 4V valves were 2.198/1.715.
