I have a 1999 ford 5.4 that would not start,nothing at all not even a click.I tried cleaning off the terminals that lead to the starter etc.If I had to guess I would say starter or solnoid.But the question I have is, if it was low on oil would it have some kind of cutoff switch or something.

The engine would turn over even if the oil were completely empty. If you have voltage in the battery and you've checked the terminal connections, check the wires at the starter. If they are still connected, pull the starter and take it in to the local parts store to have it bench tested. If it tests okay, your next step is to check for an ignition kill if you have an after-market alarm or worst case scenario a short in the ignition switch in the column.
These issues are usually bad battery connections or bad starter solenoid.
