Remove intake manifold to clean EGR ports?

Does the intake manifold have to be removed to clean the egr ports? Engine has 120.000 on it and i am going to have someone do this for me. I already had it done once but this guy has never done a 4.2L Ford. It runs rough when i brake torque it. Already had the plugs and wires replaced and checked for vacuum leaks. Is this carbon thing a problem with the 4.2L? Thanks for any tech help.

The upper intake has to be removed. The egr ports are located in every cylinder intake port. They have a 3/16 inch hole in them(that is the size drill bit that I use to clean them out with). Run the bit in the hole BY HAND ONLY! Then blow each hole out with compressed air and reassemble.
