Shutters and shifts hard, 2nd to 3rd & 3rd to 2nd

I've read a few posts but need some help on this one. Seems like when the trans shutters out of the hole and from 2-3 and 3-2 with a moderate load, Shifts OK WOT and when babying it. No codes yet. Had the Bilestien trans flushed at 24K now have 32K. Tow a 3500lb boat in the summer. 99 4X4 F250LD SC with 5.4.

Any thoughts? Solenoid(s)? Torque Converter? Slip yolk thing? programming?
