no downshift b/w 65-85kph

Sometimes at 1/2 to full throttle the truck will not downshift between 65-85 kph. Its kinda dangerous since one time it will and one time later that day it wont. Its really scary when merging and you are expecting some snap. I just changed the tranny fluid and filter with the proper mervon v fluid and the shifts are crisper and faster -when they happen. I have no trouble codes. I looked to adjust the downshifting mechanically but it doesnt look like it can be done like the old fords. Can the TPS cause this yet not throw a code......ideas?
