97 f150 will not down shift up hill

I have a 97 F150,4x4 which I just replaced the gaskets on the heads, intake manifold, valve covers and timing chain cover, I also replaced the water pump, heater core. Everything seems to running as it should, tranny shifts up through all gears but when going uphill it will not down shift in OD. If I turn the OD of going up it will of course down shift. Prior to tearing about the motor there was no problem with the OD before.......Any ideas?? Could I have missed a wire or vaccum hose that would effect the OD??
