1994 transmission does not downshift

1994 transmission does not downshift, transmission was downshifting randomly while in OD at crusing speed, changed filter and added 5 quarts fluid.
now runs through the gears fine but does not down shift if accelerator is pushed to floor at crusing speed. have to brake to lower the speed then
tranny down shifts and runs through the gears fine. I overfilled tranny by half a quart. would that cause the symptoms that I am encountering?

try changine the mlp senser to the newer F5 style. it is on the driver side of the trans where the linkage hooks up. youll have to change the connector too.

The ford guy talked me into changing the Throttle Position Sensor and that fixed my Problem.
