no 2-3 shift under acceleration 97f150

My 1997 F150 2wd I believe its a 4r70w. It shifts fine when driving slow(normal). If you accelerate to 3000rpm It wont shift from 2 to 3 It goes into neutral. At the same time the battery light on the dash comes on(volt gage remains fine) the light goes of when you let off the gas and it will shift. Electrical problem or mechanical?? any help out there? Trans rebuilt 2yrs ago.

The battery light would tell me that it's electrical.
