Do all Off-Road 4x4, with tow package come with tranny coolers?

I believe that all tow packages do come with trans cooler. Best way to be sure is to look at the tranny fluid lines under the front of your truck and see it they both go straight to the radiator or if one of them diverts the the grill area in front of the radiator. If one diverts, then you have the cooler. Fluid flow will always be as follows: Trans - to - radiator, Radiator - to - cooler, Cooler - to - trans.
