My 98 did that too after it was worked on by ford.

A vacum line had "come off" and the front axle seemed to not work at all.

I believe that the actuator was mounted above the front axle. although I am getting old and believe in aliens, soo there you go!

After engaging 4x4 lift the two front tires off the ground then get under the truck and try to turn the front drive shaft. If it doesn't turn the problem is in the front end and most likely is the front actuator motor, or a vacuum line leak as was suggested.

I just replied to another post, sim to this so I will keep it short.
I have an '03 Screw, goes into 4hi and 4lo..nothing up front. Got it to the dealer, said that there are "forks" inside the diff which are broken. FORD is aware of the problem, no recall, but there is a kit to fix this..mine is under warranty. So I have no idea of the cost, except the dealer requires the truck for 4 hours.
