trouble with hitch

i went to put a ball in today (first time scince i bought it) and had to actually pound it into the reciever with a sledge hammer, is this normal with older recievers, does the rust build up and make the opening smaller and is there a way to fix it. second whats the best way to get it out should i pound it back out or can i lower the jack on the trailer remove the pin and pull away and hope the trailer pulls it out.

Yes you have rust inside.
Pound it out and use the end of a file as a scrapper to flake off the chunks then grease up the inside with your fingers. Some are tighter then others.

If a file will not help your left with haveing it sand blasted.

Don't forget the grease! yes it's messy when you remove it but you can remove it I've fought with a freinds for days that was rusted in...
