Torsion Bars: How do you crank it?

Question Torsion Bars: How do you crank it?

I thought I knew how to do this... Until I looked at my torsion bars. My 2001 Screw has a bolt going through a metal Tube that attaches the torsion bar to the lower arm of the wheel. Both ends are terminated with rubber bushings. So no matter how much I tighten the lower bolt the tube will not let the distance change. Do I need to shorten the tube or what ? I wanted to raise the front may be about an inch. Can you help please ?
